Hate speech threatens the achievements of liberal democracy. It is like a virus that attacks open societies and the rights and freedoms of European citizens.
In today’s Europe, no place is free from hate speech. According to a 2016 Eurobarometer, three quarters of EU citizens have suffered hate speech on social media. This publication is a collection of position papers assessing the problem of hate speech in the 27 EU Member States from different perspectives. It provides the reader with a thorough analysis of the current status of hate speech in each EU Member State: how it affects politics, how and via which channels it is promoted, and whom it targets. The authors also provide national and transnational solutions governments could implement to fight against hate speech.
